What is meant by Risks,Issues,updates and document in project central?How can
i use these links and what is the purpose of this links?And how can i create

looks like you don't know anything about project server. Might I recommend
that you try paying the link below a visit. It's a project server 2003 admin
guide. It'll be mighty useful for you!

SharePoint is a component of Project Server 2003. Each project created
creates \ spawns its own SharePoint website. This site is a container for
risk, issues and document objects. There is additional functionality as well
(such as surveys, contact lists).
