Rollover effects to display image

In Frontpage 2003, I am trying to recreate an effect similar to the
following displayed on the Wilmington College web page:

http://www.wilmcoll.edu/locations.html

When you move your cursor over the cities on the map, a unique text message
is displayed under the College Locations heading.
I would like to know if it is possible to replace the text messages with a
unique images for each rollover.

Yep, you can do that easy, as an example:

1. insert two pieces of clip art
2. insert two layers
3. type some text in each layer
4. select the first image
5. Insert > Behavior
6. On the behavior taskpane, Insert > Change Property
7. Select an element, choose layer one, change the visibility to be visible,
check the box to restore on mouse out
8. repeat with the second image for layer two
9. on the Layers taskpane change the default for each layer to be hidden
10. Save the page

That's it.
