Unless it's going to be a one-time thing, and you only need a few
words in Romanian, you should add Romanian Language ability to Windows
on your computer. Instructions for XP Pro:
Start | Control Panel| Regional and Language Options | Languages |
Details | Settings | Add | scroll to Romanian in the upper window,
then OK all the way out.
You will now have a square near the right end of the Status Bar at the
bottom that probably says EN; click on that, and you can choose to
switch to Romanian. Your keyboard will then work like a standard
Romanian computer (or typewriter?) keyboard.

Start | All Programs | Accessories | Accessibility | On-Screen

Go back into the document you want to type in Romanian, select the
Romanian language (if necessary again), and hover your cursor over the
keyboard; it switches to show you the Romanian key assignments. (You
can put a Shortcut for the on-screen keyboard in your Start menu or in
your Status Bar.)
If there are special combinations to get accented letters, you'll have
to look for the instructions at MS Online Help.
