Eric talked about getting the html in the root directory I cant find the
root directory on the microsoft publisher page

The root directory is the area on your server where your index.htm file
(home page) is loaded.
That is where you would upload the favicon.ico file to.

It isn't anything to do with the publisher page, it's the location in which
you place your final html page(s), or where you upload it/them to for other
people to see.
