Rotate a picture in word 2003

I am trying to rotate a picture in Word 2003 and am unable to do so. I
viewed help and was informed on how to complete, however it indicated to move
the handle in the direction of the rotation. I can not find a handle under
the picture. Help!

Inline objects cannot be rotated. Right-click on the picture,
left-click on Format Picture | Layout, and choose something other than
"inline with text" as a text wrapping option.
