Rotate picture in text box

I have inserted a picture from a file on my computer into a text box. I now would like to flip it, but all the various rotate and flip tools are unavailable (greyed out.) I' m using Word from Office 2003 and Windows XP Pro. All the advice I've seen in help, and on newsgroups don't seem to work.

anything that will work will work without a text box. Just insert the
picture inline, click on it to get the Picture toolbar, and change the
wrapping to something other than In Line with Text (using the Text Wrapping
button--the one with a dog icon). Then you should be able to rotate and flip
it.

I am trying to flip text in order to create iron on transfers....any ideas?....word won't do it!

The most satisfactory way to do this is through your printer. Check the
printer Properties to see if the printer offers a "Mirror image" or "Flip
horizontal" setting for transfers.
