If the wheels are independent shapes (or independent sub-shapes of a group),
then you are in luck.
Did you draw the bicycle? If you grouped everything together, then you can
sub-select the wheels.
- Select the shape
- Click again on a wheel.
You will see lighter-green handles than usual around the wheel. This
means you have sub-selected a shape inside of a group.
- Look for the "lollipop" handle, grab it and rotate the wheel.
Or, open View > Size & Position and type in a numerical angle.
Some Visio shapes are "combined" for size efficiency. That means all the
vectors are in one bag. It's a bit different than a group, in that you can't
sub-select anything. But if you made the shape, you can control whether you
"Group" or "Combine" shapes together.
