Rotated photos become pixelated

Using Publisher 2002. When I insert photos into a document and then rotate
them 90 degrees, they become very pixelated when the document is printed.
They look fine on the screen. The photos that haven't been rotated print
fine.

Might be better off rotating the pictures in a Paint program and inserting them in
Publisher.
