Rotating banner ad not working

When using shared borders or FP Include Pages, you must do one of the following when using
JavaScript:

1. The JavaScript function must be located between the <body>...</body> tags of the page to be
included.

2. The JavaScript function must be inserted into the head section of all pages that will be using
the included page.

Note: All paths to images, etc. must be absolute.

would u please tell me exactly what to put where from the
script i had a link to? there are 3 "sections" to it.
(just call them 1,2,3, ill know what u mean.), i tried
different combinations and putting them all in the body
of the top border page but i can't get it to work. Am i
right in saying all i have to edit is the top border and
nothing else?? i'm kind of confused thanks!!!!!
