You say find the rotator at the top of the object, but no rotator appears above the objects. It used to be so easy--pull the rotator icon down and click, the circle appeared and your moved the object to rotate. Why was this changed? It is a pain to go through the second step you mentioned.
Also my formatting pallete only shows 3 main processes--font, document theme, and slide backgroun. On rare occasions it will pop up with all the options. I don't remember having this problem before
