I'm reposting messages from the 7th as I'm thinking people believe this issue

I tried both suggestions and in neither case is the relevant component
enabled. In other words, when approaching as a basic clipart format, "Float
Text" is not enabled in the Position window; when approaching as a Metafile,
"Disassemble Picture" is not enabled in the Drawing Toolbar once I select the
image.
I have no idea how this graphic was created. It is a gif, which may be the
problem. Perhaps I should convert it to a jpg (if this is possible)?

When I right-click the image, I can click on Format Picture. However,
within that window there isn't a Layout option. There is a Wrapping option,
but clicking on various options doesn't free up the rotate tool on the
Drawing toolbar.
