rotating pictures inserted in word

For some reason I cannot rotate a jpeg picture inserted in
a Word Document. The program leads you to believe you can
do it.Click on draw and a drop down menu shows a rotate
button but it is opaque and will not work. Can someone
solve this problem. Thanks!
