Routing Recipients

We use office 2003 heavily to perform the file-routing recipients command
where a user will send a document to a number of users, they modify the
document and pass it on until all have read it, then the document returns to
the original user.

with Office 2007, the command is gone as far as I can tell and the
functionaliy gone. someone suggested that I look at Sharepoint. I loaded
sharepoint services, and it looks like a good place to sure documents, but
lacks the routing recipients functionality where a user makes his
modifications, and the document automatically emails to the next user for
their approval.

is there any way to put the command back in office, or is there a white
paper somewhere that provides the steps in sharepoint, if that it necessary?

No, the command is no longer available for Office. You'd need to ask in a
Sharepoint group or forum about what analagous functionality Sharepoint
provides.
