Routing using Excel

I have created an Internal Purchase Request form using Excel. After
completing the form and exiting EXCEL, the document is routed to recipients
within the organization. One user is experiencing issues in which the 1st
time around, the document does not route, he has to make a 2nd attempt. I
cannot figure why this is happening?!?
