rpc over http -"waiting to update this folder "in outlook for 30m

Dears,
We have outlook that is functioning in RPC over HTTP everywhere however; in
one of our sites when hte outlook client connects to the Exchange through the
LAN it displays " waiting to update this folder" for more than 30 minutes.
The clients seem to have a problem in updating their Offline address book as
well. could it be inter-related ? what could be the problem ?

the mailbox is hosted at the same site but the address book was hosted in
another site and now i created a replica over there ... of the OAB V4.0 any
idea ?
