RPC over https authentication box

I have a user running Outlook 2007 on a Windows Vista computer. I have
Exchange 2003 configured for RPC over HTTPS. For some reason, on this
computer, the login authentication dialog box when opening Outlook does not
pop up on the screen, it just stays minimized on the task bar, and cannot be
brought up on the screen, so the user cannot connect to the Exchange server.
All of my other clients are working fine, with the exact same configuration.
I have tried running a repair on Office, but have the same issue.

Are you sure it's not that the dialogue box is located off-screen? If you
right-click the icon in the Task Bar, can you select Move, does the mouse
pointer leave the screen? If so, and you move the mouse poiinter back to
where you can see it, it should be an crossed arrow symbol (i.e., a
left-right arrow crossed with an up-down arrow). You should then be able to
press the arrow keys on the keyboard, which should allow you to move the
windows back into visible range. In addition your mouse pointer should jump
to the title bar of the off-screen window, allowing you to use the mouse to
drag it back if you wish.

I found the problem, it was some third party software for the monitor's, once
I disabled the software, the dialog box opened fine.
