RSS Feeds do not send/recieve

RSS feeds do not send/recieve at startup or anytime until I physically click
on the RSS feeds folder and then send/recieve. New feeds will then be
recieved. From then on out for that session they will automatically
send/recieve. RSS feeds are part of all accounts for send/recieve
properties. Once Outlook is closed, I have to repeat this process to get
updated feeds again.

Outlook 2007 Standalone
IE 7
Windows Vista Home Premium 32 bit
