Why should it be?

If you feel it should be an RSS reader then let Microsoft know by using
the Help --> Send Feedback mechanism in any Office application.

Why not?

There are enough problems to fix in Entourage as it is without putting
resources in adding another feature. Look at the poor Entourage newsreader.
It was added and has languished for years without a single update. In
addition, there are many free RSS readers out there that are really good.
NetNewsWire for one- all versions free now.
