RSW - Resource Substitution Wizard -Resource Freeze Horizon

Hi,
In RSW - Resource Substitution Wizard, the "Resource Freeze Horizon" is not
working. I know the limitations of RSW and I have a "RSW Test" plan without
progress and I am using a defined skill code and enterprise resources with
valid entries. Generic resources are assigned and enterprise resources with
defined skill codes. I set the project start date in the past, present, and
future... and the Resource Freeze Horizon does not "FREEZE" resource
substitution changes after that date. Changes are made before and after
"freeze" date. Any suggestions?
