RTF Reports don't save in runtime

I have an application that produces RTF reports fine with Access 2007, using
DoCmd.OutputTo method. However when distributed to users with Runtime 2007
license, the reports appear to generate but are not saved as files.

Why would these work on full version but not Runtime using same code?
Security issue, known bug, thoughts?
