RTF - \shpz not enough

Hi;

I am trying to place a textbox under a bitmap. I have \shpz set
correctly to put the bitmap higher - but the textbox renders over the
bitmap.

I then took that rendered file, moved the bitmap over the textbox, and
saved it. I then basically copied the rtf commands from the good copy
to the mis-ordered copy, and still it doesn't change.

What else in RTF determines z-order?

\shpzN is used to specify the z-order of shape. The following is picked up
from the Rich Text Format Specification Document,

"\shpzN describes z-order of shape. It starts at 0 for the back most shape
and proceed to N for the top most shape. The shapes that appear inside of
the header document will have a separate z-order as compared to the z-order
of the shapes in the main document. For instance the back-most shape in the
header will have z-order number 0, and the back-most main-document shape
will also have z-order number 0."

The problem we're hitting is an image with \shpz5 is being rendered
below a textbox with \shpz3 by Word. Why?

I am sorry that I am not very experienced in the RTF format. But based on
my research, from the same document
(http://msdn.microsoft.com/en-us/library/aa140283(office.10).aspx), we can
see,

"\shpfblwtxtN describes relative z-ordering. 0Text is below shape. 1Shape
is below text". So have we set the shpfblwtxtN correctly for the bitmap?

If this still does not help, would you mind sharing a document which can
help to reproduce the issue in my side, so that I can try my best to do
some future investigations and help on this.
