Rule for moving all mail from the global address list will not wor

This rule was working fine last week, I connect to an exchange server in a
large company with 40k+ employees. I have a rule that moves all email in the
inbox from senders in the global address list to another folder on the server
(or a folder in personal folders). I reloaded the OS and Office on this
machine over the weekend and now the rule no longer works. I have reloaded
office, redownloaded the offline address bokk several times, deleted the rule
and recreated it several times, all with no help. If anyone has any
suggestions, please let me know.
