rule runs but does nothing after reinstall. using exchange server

Due to a bunch of spam, i have a rule running that moves all email from
senders in the global address list to a folder on the server called "filtered
inbox". when I manually ruin the rule, it looks like it runs (progress bar)
but no messages are moved. This used to work before i reloaded the os (XP)
and reinstalled office. I downloaded the global address list several times,
but the rule will not move any messages.
P.S.
The rules were there after the reinstall (i guess they were saved on the
server). I tried deleting and re-creating the rule as well.

Any help would be GREATLY appreciated.
