Rule to accept task updates for tasks that are on track

Is there a way to set up a rule to accept task updates for tasks that are on
track with their planned progress? I know how to set up a rule to accept
changes; but I don't see any options that look like they will accomplish
this. Does anyone have any suggestions?

The closest thing that I know of would be to set the rule to check that
actual duration is less than or equal to baseline duration. That way the
update would be accepted if it was on or ahead of schedule but would not be
accepted if the task was behind planned schedule.
