Rule to delete emails with no attachments

We have a w2k3 domain and a w2k3 exchange server. We have a user that has
outlook 2000. We have emails that goes to this mailbox with attachments for
business reasons. We want to setup a rule that any emails without an
attachement are automaticall deleted. We noticed that in the rules box it
only shows emails with attachement. Can you tell us how we can create a rule
to delete the ones without an attachement. The emails comes from all
different address, so thats not an option.

Create two rules.

First rule checks for messages with attachments and the action will be 'stop
processing more rules.'
Second rule deletes all messages.

Make sure the first rule is first in the list.
