Rule to Force new Repeating Section

I have two seperate repeating sections that have to remain seperate, but one
contains name, address and stuff like that and for each Name and Address I
need there to be a section for each one created without the user having to
add the section.

So the put in three names
Chris
Joe
Megan

then I need three instances of the second section for the detailed
information about those with a few of the fields autopopulating the second
section.
