Rule Wizard won't start

I have a user using Outlook 2002. When he clicks on Tools, Rule Wizard, nothing happens. He gets nothing. No error, no Rule window....nothing. I reinstalled Office, and the Rule Wizard came up once, but when he went to edit a rule, it was gone again. Now it won't come at all. How can I reinstall the rule wizard?
