ruler bar has tiny numbers

Word 2002 on a network.

Usually the horizontal ruler in Word is divided into
inches.

A client's ruler is divided into teeny tiny increments
which overlap each other.

WHAT HAPPENED?
and
How can I fix this? Looked everywhere for an answer,
this is my last gasp.
