Ruler Display corretly 11 inches on a page?

Can some one tell me (or is is possible) to have the ruler display
correctly so that you can look at your page and know exactly where 3 inches
is located or 5 inches is located. My page setup is 8 1/2 X 11. However
the ruler is only showing 9 inches on the ruler.

So far the research is showing that by default it's just showing you
the margin points. However, I would like to see the paper points from end
to end in the measurements.

I'm working on a layout using a ruler on the original paper which has
different margins. The paper on the drawing board is 8 1/2 X 11 inches.
Actually the paper on the drawing board is a form. I'm trying to work on a
page in MS Word and calculate where the text and items are going to be
placed on the form.

Would setting your margins to 0 all around the page help with the ruler
display for your layout purposes?

Actually I should have mentioned that, this is my current workaround.
I was hoping to get around the system complaining all the time about
printable area. I was making the template for a client. I like being able
to respect the system's cry.. not having to tell my customers to ignore the
system crying wolf. Some of the time ignoring everything might lead to
problems.

Thanks for the input. Hopefully if this isn't available currently, the
developers will add this option. It seems it would make more sense to have
the ruler show the true position of the paper so that if you made 1 inch
margins, your text would start a 1 rather than 0. You would write all the
way down to the 10th inch with an inch left on the ruler rather than writing
to the 9th inch with no inches left on a 11 inch paper.

I almost went to PageMaker for the project. However, it was an
overkill and I wanted to include MS Excel links to the template.

This behavior is by design. Word wants to show you how much space you have
in the document body area, not the size of the page. Keep in mind that Word
is word processing software, not page layout software. For precise placement
of objects in the drawing layer (which are not bound by the margin
settings), you can use "From page" measurements in the Layout: Advanced
section of the Format <object> dialog.
