Ruler measurement units do not reflect Options setting.

I have been using Office 2K for several years. I just installed Office 2003,
and the rulers were displayed in centimeters. I went to
Tools>Options>General, and the Mesurement Units were set to Inches. I have
tried changing to all the other measurements offered, opening new documents
with the updated settings, and opening existing documents. Because I am
relatively new to the updated interface and I may be missing something, I
have not tried reinstalling yet.
