Ruler measurement Units

For some strange reason, my ruler is measured in "ch"
which I am assuming are "characters" . Its utterly
useless how it is and no matter what I change it to in
Tools->Options->General->Measurement Units, it remains
measured in "ch" . All other measurements, IE, in page
setup are showing up in inches, but my rullers are not.
Any idea's ? I have tried uninstalling and reinstalling
but it did nothing. tried searching my registry as well,
but I found no setting for it anywhere.
Any help would be great , thanks. Oh, and its happening
in Office XP, Word only. I am running Windows XP Pro.
