Ruler smaller than white page

Hi! I've been trying to fix the ruler on one doc with page set up and moving
the ruler but nothing seems to work. The open doc has a horizontal ruler
smaller in length than the page itself. All the text is pushed to the right
side. It seems like the text has two margins one from the ruler with the blue
area and one with the space where there's no ruler. Somebody help.

Does the document contain tracked changes or comments? If so, Word is
allowing margin space for the "balloons."

I have accepted all the track changes and the ruler is back to its full
