Rulers in Word XP and 2003

I can't seem to get them to display inches. In fact, I don't even know
what unit of measurement it's showing. I've set it up for inches but it
seems to be displaying random numbers.

I didn't have this issue with Word 2000. It started with Word XP and has
no shown up again in Word 2003.
