Rulers show character spacing rather than inches?

The horizontal and vertical rulers show character spacing rather than inches.
Is there a way to fix the rulers so that I see the measurements in inches
rather than characters. I've deleted the normal template and checked the
options in tools. Neither fix worked. Thanks.
