If you have Ruler checked on the View menu (not in the Options dialog, as
the horizontal ruler is not represented there, only the vertical ruler), it
should always be displayed. What causes the rulers to auto hide is having
"Provide feedback with animation" checked on the General tab of Tools |
Options.
