Rules and Delayed emails without Exchange Server

I am creating a list of tips for our outside sales staff for Outlook 2003.
They are not connected to Exchange, so I didn't know if they were able to use
Rules as we can? Also, are they able to set up an email to be delivered at a
later time or are these both functions of Exchange?
