Rules in Error msg: aborts rule, says no permission. How Fix?

Sometimes when downloading emails into my inbox, I get an error message
indicating that I do not have permission - for what it doesn't say - and it
causes one of my rules to be kicked off. I cannot figure out how to fix
this. I don't know what permission I am supposed to have to keep my rules
from aborting. This only happens intermittantly. The error message does not
indicate which email was rejected. How do I get this permission, whatever it
is, so that my rules don't abort? Or is there a way to screen out all emails
that have these mysterious lack of permission in the first place. I don't
want anyone sending me email that breaks my rules. Thanks!
