Rules in Error - Outlook 2003 SP2 - Cache Mode - Exchange 2000

I have a simple rule to move messages from one sender to a folder. This
works great until the Rules in Error message decides to show up. The only
way for me to get this error to go away is to blow away my entire profile
and rebuild it. Since we're running Exchange 2000, the OWA fix isn't
possible.

I think once I rebuild my profile and I stay on my corporate network it is
fine, it is when I login via VPN that I start getting this error.

I am running Outlook 2003 SP2 (Cache Mode) in an Exchange 2000 environment.

There has got a be a better way to fix this issue. Does anyone have any idea
what the issue is?
