rules in outlook

I need a way to automatically assign and implement rules
in outlook.

for every new employee we hire they have to manually
create a list of defualt rules that our orginization has
in place.

We use exchange 2003 and outlook 2003.

export them from an existing machine and import them into the new employees
outlook.
