Rules not sending server message

I have a rule in Outlook that says 'apply this rule after message arrives
have server reply using OOO and move it to the Drafts folder'

When I click on OOO, it brings up a message that I want to send with the To
and Cc box's blank.

When I receive a message, it seems to move it to Drafts OK but the server
does not send the message defined by OOO. This is a server level rule so I
don't understand why it's not sending the message in OOO. It obviously is
processing the rule or it wouldn't move the incoming message to Drafts.
