Rules - Odd behavior

Hello:

I have my compant exchange server account in my Outlook services. In
addition, I also have a personal POP account.

When I click on Rules & Alerts, I see 5 Rules. Only one of them, "Clear
Categories" has a hammer icon next to it (I guess this denotes it's a
server-side rule).

However, when I click on Run Rules Now, I see only one, "Clear Categories".

When I change rule and edit settings and click on Finish, I get a message
"This rule is client-only rule, and will process only when Outlook is
running".

When I step through the screens while editing the settings, teh last window
says "Finish rule setup". This window has a checkbox fo "Run this rule now on
messages in "Inbox". When I check it and run it, I get the same message.

But the rule that actually moves items from the Inbox to different folders
depending on who it is from, does not work.

I tried this on both the Inbox on my exchange and my personal folder.

Any ideas?
