Rules puts new mail into Delete file

I goofed up w/Rules Wizard and all my new mail is going into "Delete" file.
I keep going into Rules and deleting the rule for "mail.dybb.com" by
highlighting it in the list and clicking Delete, or just unchecking it, but
then each time I open Outlook 2002 for Windows XP it appears just as before.
What specifically should I do?

Thanks for the advice, but I was unable to accomplish what you suggested.
I'm using Microsoft Office 2002 on Windows XP. So maybe that's why. not sure.
I don't understand why my action of clicking on "mail.dybb.com" in my rules
box and then clicking on delete doesn't work. I would think that means
"delete anything that applies to this.....don't do anything. Forget I even
have it in the list. Each time I open Outlook, click on Tools, Rules Wizard,
there it is, back in the list. Or if I uncheck it, then next time it's
checked. I now have it set so Rule is:
Apply changes to Inbox.....then for "mail.dybb.com" apply this rule through
the mail.dybb.com account except where my name is in the To box, stop
processing more rules. Seems to be helping.
