Rules quandry in Outlook 2003

It seems I cannot figure resolution to a situation when I setup rule
#1---move any mail without my name in the 'to or cc' to the junk, which
works. Then rule #2 for an account that is sent and qualifies for rule #1
conditions but move that account email to my inbox or other folder.

The rule #1 moves it to junk and rule #2 won't move it back to the folder I
select 'cause the rules only work on the inbox. Is there a way to setup a
rule to make this move the move email into the inbox after it is moved by
rule #1 or prevent rule #1 from working on the rule #2 account?

I'd like that email to come to the inbox so I'm not going through individual
folders to read new mail everyday. This type of mail would be similar to a
newsletter when sent by the individual using blind addressing.

Hope this is clear....I'm using Vista home and Outlook 2003 (updated).

Well, if you want to troubleshoot it, what's the full text of the two rules?
You can redact out the "variables", but I'm curious to know what exactly the
rule says.

But, on the other hand, why not use the Exceptions part of a rule and just
combine the rules into a single rule?

well the txt of the two rules are:
#1 - apply this rule after the rule arrives
from: <name of send> or <name of sender>
and on this machine only
move it to the INBOX only

#2 - apply this rule after the rule arrives
where my name is not in the 'To' box
and on this machine only
move it to the junk email folder
except if my name is not in the To or Cc box
or except if sender is in Contacts Address book


Does that help? Maybe I'm too close to it or sump'n but I have four sites
that send so the To and Cc is blank and this happens.

Well, ok, first, with removing all the text it makes it really hard to
follow the thread. I'll be honest, I read a lot of posts and I've already
forgotten what you wrote initially, and I don't view all posts because,
frankly, this group gets a lot of them and viewing all read and unread makes
for an unwieldy view.

So, based on the above, I'll say this:

If the rules are in that order, they will be applied in that order. So, if
it's being moved to your junk mail folder, it's because rule number 2 above
is acting on the message.

If you don't want rule #2 to affect messages that rule #1 has affected, put
in Stop Processing More Rules as an action so that any rule further down the
stack won't fire.

Otherwise, try to figure out why rule #2 is being triggered.

Put rule #2 first in the list and include the "stop processing more rules"
action.

Thanks to all for your input.

Ah Brian you did it with the "stop processing more rules" suggestion as
part of that seems to be the little taught part that the rule isn't used if
nothing fits the criteria for it.

Found too that there is an icon in that rule to show the rule applies in
that mode. The help and setup for rules do not explain that. As one friend
points out, Google is your friend, when we searched to find out that
information.
