Rules stopped working

Some of my rules for incoming mail have stopped working. It seems rules for outgoing mail continue to work as far as I can tell. I have reordered my rules to put the ones I can identify as not working at the top of the list and checked all the options. I cannot seem to diagnose the issue. I wonder if it is a Mac OS update that changed something.

Have you done a rebuild lately. This can cause rule folder destinations to
be set incorrectly.

When you say they stopped working do you mean the mail is going to the wrong
folder? If yes, then most likely it's a Mailing List Manager rule that's
the culprit.

You must have a rule that is moving the message. The most likely culprit is
the Mailing List Manager (MLM). It's very easy to set up a MLM rule by
accident, when you are marking a message as 'not junk'. The wording of that
dialog is ambiguous to say the least. Check if there is an MLM entry (look
for MLM entries under the tools menu) with the incorrect destination folder
as the target folder. Mailing List Manager rules run before your other
rules.

I have not done a rebuild.
The rules don't see to execute on received mail any longer. They do work properly when I select a specific email and trigger the rule.
My rules only do two things, 1) they make a copy of the email for a file folder or 2) the make a copy for a file folder, send a message and delete the original from the inbox. I have checked and things are not being sent to unusual places.

A prior rule is acting on the message and no additional rules are able to
act on that message. You can drag rules to a higher position, but MLM and
JMF will always run before rules if either one is enabled.

I'm still suspicious that a Mailing List Manager rule is causing the
problem. Please check again.

I double checked and you were right. I had never encountered this other kind of rule and don't know where it came from but it is fixed. Thanks.
