It does make a differnce but you'll have to add the "stop processing more
rule" action to your rules. Start sorting with the highest asterixes.

In order to sort out SPAM and to find out how much I can trust the SPAM
Assasin I have setup folders in Outoook XP with the names SPAM8, SPAM7, ...
SPAM1. I then created rules for each SPAM-Level to have the messages moved
to the folders according to the number of asterixes the SPAM-indicator
shows. The rules by themselves work as expected, but when executed together,
the messages are removed once, but copied several times. Let's say I have 10
messages which are recognized as SPAM, two with two asterixes, three with
four asterixes and five with seven asterixes. After running the rules
assistent I have five messages in folder SPAM7, SPAM6 and SPAM5, eight
messages in folder SPAM4 and SPAM3 and ten messages in folder SPAM2 and
SPAM1.

You would think the order in which the rules are applied makes the
difference, but it does not make a difference in which order the rules are
in the list!
