Rules work on short messages not on long message

One of my rules works well, esp. keyword scanning in the body, with short
messages of less than 2 pages. It doesn't work at all for longer messages of
multiple pages. So what's the length limit for keyword scanning in the body?
I checked the size of message, it is 0 minimum and 0 maximum as default.
Change of the default value does not resolve the problem.

Which version of outlook and are the messages plain text or html? keywords
in the body of html typically don't work well, especially with older
versions of outlook.
