Run an Enterprise Global procedure

I want to run a sub-procedure everytime a project is opened, any project. I'm
assuming that you place the the sub-procedure in the Project Objects for the
Enterprise Global, right? Basically, I want to turn on or off toolbars found
in the Enterprise Global based on user input. I tried creating a
"Project_Open()" procedure, but I got an error.

Any ideas?
