Run external app and load specific file

Is there a fairly simple way for Access to launch an
external program AND load a specified file? I can
successfully launch a program, but don't know how to
specify parameters to then load a specific file. Even
some SQL examples that I could copy & paste would be
helpful.

I am not SQL fluent, but I am Windows fluent (MCP).
