Run time error 1004 Unable to set the installed property of Addin

When you open a file in a custom application, there is VBA code that resets
the installed property for the add-ins, Analysis Toolpak and Analysis Toolpak
- VBA. If you comment out the code that resets the Analysis Toolpak - VBA
add-in, the error goes away. This leads me to believe that manipulating this
add-in is the cause of the problem. We need to have it installed, however,
because it is referenced by several formulas in the workbooks, including
EOMONTH().

Users are accesing application through Terminal server.
