Run Windows Update and it shows updates for things already downlo.

I do the automatic updates needed for Office 2000 and it shows that I need to
download Access 2000 Runtime Service Pack 3 - English Version, yet when I go
to download it, it says that it's already downloaded. I click ok and get the
error message that it did not install. Any idea what is causing this?
